Finance Minister Palanivel Thiaga Rajan on Monday his inspiration Bulletins made below Rule 110 within the Legislative Meeting by AIADMK Chief Ministers within the final 10 years have been towards monetary prudence and have been extra for publicity than any actual end result.
Presenting the standing of bulletins made by Chief Ministers from 2011-12 to 2020-21, Mr. Rajan stated that 1,704 bulletins have been made involving initiatives estimated to value ₹3.27 lakh crore.
Out of this, 1,167 bulletins have been applied at a value of Rs 87,405 crore. The remaining 537 bulletins involving an estimated value of ₹ 2.40 lakh crore are pending. Solely orders have been issued and work is incomplete in respect of most of those pending bulletins. “Out of 537 pending bulletins, 26 bulletins at an estimated value of Rs 5,470 crore have been laid on the Desk of the Legislative Meeting below Rule 110, with out making an allowance for the feasibility of their implementation. These bulletins have since been dropped,” Mr. Rajan stated.
He stated that out of those 26 dropped bulletins, 19 have been made between 2011-12 and 2016-17.
“Out of 537 pending bulletins, orders weren’t issued for 20 bulletins with an estimated value of Rs 9,741 crore. Out of 537 pending bulletins, orders or instructions have been issued in respect of 491. Nonetheless, funds weren’t launched and work had not began in respect of 143 bulletins, although vital orders have been issued, by which 76,619 crore funds have been allotted,” the finance minister stated.
In respect of 511 pending bulletins with an estimated value of ₹2,34,282 crore (excluding 26 dropped bulletins), solely ₹45,251 crore was launched, which is nineteen% of the estimated value.
“A complete of 348 bulletins with an estimated value of ₹1,47,922 crore are pending for which orders/directives have been issued, however the required funds haven’t been launched fully,” he stated.
